And as that number continues to grow, so does the field of special education law. The Individuals with Disabilities Act (IDEA) is federal law that mandates what all states must do to meet the needs of students with disabilities.  The IDEA makes available a “free and appropriate public education” (FAPE) in the least restrictive environment for children with disabilities. The IDEA states that public schools must provide children with special needs with the same opportunities for education as other children.
